the requirment is 16 for age and 1.20 for kd you dont meet those 2 requirments. and i dont really like the reason you left your previous clan like psykoo said not good reason... and one more reason to not let you come in this clan you are a spec ....

you said that your kd is only because of bad start but at your level its really easy to level up his kd

with my firts account when i was csm4 my kd was 0.80 and after 2level at 2lt2 my kd was 1.24 then its even more easy with your level to update your kd? hope for you he will rise again...
